Emergency planning has become a priority due to recent events and natural disasters.  Also known as EPCRA (Title III of the Superfund Amendments and Reauthorization Act), the Emergency Planning & Community Right-to-Know Act was enacted by Congress as the national legislation on community safety. This law is designed to help local communities protect public health, safety, and the environment from chemical hazards. As part of SARA Title III, facilities subject to this regulation are required to submit annual reports detailing how certain materials are used, stored, or released into the environment.  Aspen Environmental can help determine the applicability of this regulation to your facility and assist in the preparation of reports to the EPA/DEP. 

Emergencies in workplaces in the United States occur on a daily basis.  Effective emergency preparedness is essential to the protection of life and property. The Occupational Safety and health Administration (OSHA) estimates that losses can be reduced tremendously if proper safety precautions and preparation at job sites are initiated. There are multiple and overlapping Federal regulations requiring facilities to develop emergency action or emergency response plans. A particular facility may be subject to one or more of the following federal regulations that require a facility to prepare emergency action plans:

• EPA's Risk Management Programs Regulation - 40 CFR part 68
• OSHA's Emergency Action Plan Regulation - 29 CFR 1910.38(a)
• OSHA's Process Safety Standard - 29 CFR 1910.119
• OSHA's HAZWOPER Regulation - 29 CFR 1910.120
• EPA's Resource Conservation and Recovery Act Contingency Planning Requirements - 40 CFR part 264, Subpart D, 40 CFR part 265, Subpart D, and 40 CFR 279.52.
